The comment has been grossly taken out of context. It is quite obvious that his remarks are referring to the scientific element of the question which he admits he is not qualified to answer. Granted, stating that "it is above my pay grade" is not the best way to position past the question, but he is a politician, as far as I am concerned the question that sparked the comment was irrelevant to ask
